Pennsylvania Law (Our Home State): Dark Wolf Tactical is based in Pennsylvania, and we comply with Pennsylvania law. Pennsylvania does not forbid owning or selling lockpicking tools per se. State law only prohibits possessing “instruments of crime” with intent to employ them criminally, which is a first-degree misdemeanor. This means in PA you can legally own lockpicks and similar tools for honest use (e.g. locksmith training, hobby use, or emergency access), but it’s illegal to carry or use them if you plan to commit a crime. In plain English, having lockpicks in your pocket is legal in PA unless you’re clearly up to no good. Dark Wolf Tactical’s sales are intended for lawful uses only, so selling these tools is legal in PA. We do not sell or condone any use of these items for criminal purposes. (For reference, PA’s law defining “instruments of crime” confirms that an otherwise legal tool becomes illegal only if possessed under circumstances showing criminal intent.)
